Maritime Law Enforcement Improvement Act of 2009 - Makes it unlawful for a person to transport, harbor, or conceal an alien on board a vessel if such person knows or has reason to believe that such alien is attempting to unlawfully enter the United States on the vessel. Sets forth both criminal and civil penalties for violations of this Act, including the seizure and forfeiture of the vessel.
