To amend title 38, United States Code, to provide for the enforcement through the Office of Special Counsel of the employment and unemployment rights of veterans and members of the Armed Forces employed by Federal executive agencies, and for other purposes.
Veterans Employment Rights Realignment Act of 2009 - Provides for the enforcement through the Office of Special Counsel of the employment and unemployment rights of veterans and members of the Armed Forces employed by federal agencies. Authorizes such an individual to file a complaint with the Special Counsel. (Under current law, such individual may only file a complaint with the Secretary of Veterans Affairs).
Directs the Special Counsel to investigate and attempt to resolve any complaint so filed. Requires the Special Counsel, if unable to resolve a complaint, to notify the complainant of: (1) the results of the investigation; and (2) the complainant's entitlement to proceed with the enforcement of such rights through referral to the Merit Systems Protection Board.
