Expresses the sense of Congress that: (1) Africa is of significant strategic, political, economic, and humanitarian importance to the United States; and (2) the United States should pursue an integrated policy to advance economic development and trade relations with African nations and to foster strategic, political, economic, humanitarian, and cultural ties of mutual benefit to the United States and Africa.
