Amends the Internal Revenue Code to exempt veterans with a disability rated as total from the tax on social security benefits.

Requires the Secretary of Housing and Urban Development (HUD) to amend federal housing regulations to exclude the disability and pension benefits of veterans with a disability rated as total from income for purposes of determining eligibility for certain public housing programs.
