Amends the Tax Relief and Health Care Act of 2006 to extend transitional medical assistance (TMA) and the abstinence education program through FY2007.
Amends title XVIII (Medicare) of the Social Security Act with respect to limited continuous open enrollment of original fee-for-service enrollees in Medicare Advantage non-prescription drug plans. Accelerates from the end of 2008 to July 31, 2007, the sunset of the period during which a Medicare Advantage-eligible but unenrolled fee-for-service individual may elect to enroll in a Medicare Advantage plan that is not an MA-Prescription Drug plan.
Revises the initial funding available to the Medicare Advantage Regional Plan Stabilization for expenditures during 2012 and 2013. Reduces the total for both years currently set at $3.5 billion to: (1) $1.6 billion during 2012; and (2) $1.79 billion during 2013.
