Amends the Omnibus Parks and Public Lands Management Act of 1996 relating to the Boston Harbor Islands National Recreation Area to permit the Secretary of the Interior to consult with an eligible entity on, and enter into with the entity: (1) a cooperative management agreement concerning land within the Recreation Area; and (2) a cooperative management agreement for the construction of recreation area facilities on land owned by an eligible entity for purposes consistent with the integrated resource management plan.
Authorizes the Secretary to enter into an agreement with an eligible entity only if: (1) appropriations for carrying out the purposes of the agreement are available; and (2) the agreement is in the best interests of the United States.
