To institute a Pay-As-You-Go rule in the House of Representatives for the 110th Congress.
Makes it out of order to consider any bill, joint resolution, amendment, or conference report if its provisions affecting direct spending and revenues have the net effect of increasing the deficit or reducing the surplus for the current fiscal year and the five or 10 ensuing fiscal years.
Referred to the Committee on Rules, and in addition to the Committee on the Budget, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
