Condemns the government of Venezuela for its support of international terrorist groups.
Directs the Secretary of State to work with the countries of the Western Hemisphere to ensure implementation of: (1) the Inter-American Convention Against Terrorism; and (2) U.N. Security Council resolutions to prevent the proliferation of nuclear, chemical, and biological weapons, and to halt the spread of global terrorism.
Calls upon the government of Venezuela to renounce all support to terrorist organizations, including the Revolutionary Armed Forces of Colombia (FARC) and the Colombian National Liberation Army.
Urges the U.S. government to designate Venezuela as a state sponsor of terrorism.
