Calls on all parties to seek a negotiated settlement.
Urges the government of Chad to: (1) engage in a national dialogue to reach a comprehensive agreement; (2) protect its civilians; and (3) end all recruitment of persons under the age of 18 and demobilize all children under the age of 18 from its security forces.
Urges the government of the Central African Republic to protect civilians and engage in dialogue with opposition and armed groups.
Calls on armed opposition groups to: (1) renounce violence and respect the rule of law; (2) engage in political dialogue to resolve the current crisis in their respective countries; and (3) end cooperation with the government of Sudan and others that support armed rebellion.
Urges the U.N. Security Council to remain focused on the crises in Chad and the Central African Republic.
Calls on the President to: (1) continue U.S. humanitarian assistance to the refugees and internally displaced persons in Chad and the Central African Republic; (2) provide support to strengthen democratic institutions and respect for human rights; and (3) seek Security Council measures against the government of Sudan for its aggression in Chad and the region.
