To amend the Water Resources Development Act of 2007 to provide for reimbursement for costs incurred by the non-Federal interest in the flood control project in San Antonio, Texas, and for other purposes.

Amends the Water Resources Development Act of 2007 to provide for reimbursement for costs incurred by the non-federal interest exceeding the non-federal share of the costs of the flood control project in San Antonio, Texas.

Requires: (1) the Secretary of the Army to accept funds provided by the non-federal interest to carry out project planning, engineering, design, and construction; and (2) the federal share of planning, engineering, design, and construction carried out with non-federal contributions to be credited against the non-federal share of the project's cost.
