To amend title 49, United States Code, to establish prohibitions against voice communications using a mobile communications device on commercial airline flights, and for other purposes.
Halting Airplane Noise to Give Us Peace Act of 2008 - Prohibits any individual (except flight crew members, flight attendants, or federal law enforcement officers) from engaging in voice communications using a mobile communications device on a passenger aircraft during a flight.
Directs the Secretary of Transportation to require all domestic and foreign air carriers to adopt this prohibition.
Authorizes the Secretary to waive this prohibition for air carriers of foreign countries that have negotiated an alternative prohibition on voice communications using such devices during a flight.
