To amend the Internal Revenue Code of 1986 to increase the child tax credit for taxable years beginning in 2008 and provide for the advance payment thereof.

Amends the Internal Revenue Code to increase the amount of the child tax credit to $1,300 in 2008 and provide for the advance payment of such credit to eligible taxpayers prior to October 1, 2008.
