Renewable and Hydroelectric Energy for Alaska's Tomorrow Act (the Renewable HEAT Act) - Instructs the Secretary of Energy to make grants to implement renewable energy projects that generate electricity from solar, wind, geothermal, or ocean energy, or biomass, landfill gas, or Alaska small hydroelectric power.
