To modify the provisions of the Harmonized Tariff Schedule of the United States relating to returned property.

Amends the Harmonized Tariff Schedule of the United States to modify the article description relating to the duty-free treatment of U.S. products returned after being exported to include products previously exported from the United States if returned within three years of being exported.
