To prevent the admission of any member or leader of the Magyar Garda into the United States, and for other purposes.

Denies U.S. admission to any alien who is or was a leader or member of the Magyar Garda (Hungarian Guard) or an immediate family member of such person.

Authorizes the President, with congressional notification, to waive such prohibition if in the U.S. national interest.
