To amend the Elementary and Secondary Education Act of 1965 to provide for a National Resource Center for Positive Youth Development and School Success.

Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to establish a National Resource Center for Positive Youth Development and School Success that assists state and local educational agencies, schools, parent-teacher associations, and community groups in incorporating developmental assets, supports, and strengths into existing educational programs.
