Amends the Elementary and Secondary Education Act of 1965 to give rural teachers who are highly qualified in at least one core academic subject they teach three years from their hiring date to become highly qualified in each additional subject they teach, if their local educational agencies provide them with high-quality professional development and a program of intensive supervision that will ensure that they become highly qualified in such additional subjects.
