To permanently extend the waiver authority of the Secretary under the Higher Education Relief Opportunities for Students Act of 2003.

Extends permanently the Secretary of Education's authority under the Higher Education Relief Opportunities for Students Act of 2003 to waive or modify the application of requirements and regulations pertaining to student financial assistance, under title IV of the Higher Education Act of 1965, to certain individuals and entities affected by wars, other military operations, or national emergencies.
