Requires the House of Representatives and the Senate each to establish in its Committee on Appropriations a Subcommittee on Intelligence with jurisdiction over all the Committee's activities relating to intelligence and intelligence-related activities of the federal government.
Requires public disclosure of certain intelligence funding information by the President and the House and Senate Committees on Appropriations.
