Fast Track for Healthy Children Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) to give states the option to rely on findings from an Express Lane agency to conduct simplified Medicaid and SCHIP eligibility determinations for children.
