Directs the Secretary of Education to immediately suspend, until expressly authorized by statute, enforcement of the Notice of Final Priority, including the evaluation described within it.
(The Absolute Priority, issued by the Department of Education on July 3, 2006, which is the subject of the Notice: (1) sets rules regarding which high school students will be given priority for participation in the Upward Bound college preparation program; and (2) calls for an evaluation of the program using a control group of students who do not receive Upward Bound services.)
