Amends federal provisions concerning the federal employee leave transfer program to exempt an employee who is undergoing medical treatment for a combat-related disability sustained while such individual was a member of the Armed Forces from the requirement that his or her annual and sick leave be exhausted before any transferred leave may be used. Limits the exemption to no more than five years.
