To provide for a report by the National Academy of Sciences on underrepresentation of certain groups in science, technology, engineering, and mathematics fields.

Directs the National Science Foundation to enter into an arrangement with the National Academy of Sciences for a report: (1) concerning the effect of increasing the number of members of underrepresented groups, such as women and underrepresented minorities, in science, technology, engineering, and mathematics fields would have on achieving a national strategic priority of expanding the pipeline of individuals entering such fields to support innovation and competitiveness; and (2) that identifies strategies for bringing more women and underrepresented minorities into those fields.
