To amend the Help America Vote Act of 2002 to require States to implement procedures for tracking ballots which are transmitted by mail, and for other purposes.
Mail-In Ballot Tracking Act of 2007 - Amends the Help America Vote Act of 2002 to require each state and jurisdiction which transmits ballots by mail in the administration of a federal election to implement appropriate procedures to ensure that the ballots (except those of absent overseas and military voters) may be tracked.
Authorizes appropriations for requirements payments to states for FY2008.
