To amend title XIX of the Social Security Act with respect to meeting the citizenship documentation requirement for children born in the United States.

Amends title XIX (Medicaid) of the Social Security Act to provide that "satisfactory documentary evidence of citizenship or nationality" means for a child born in the United States any claim for Medicaid payment if medical assistance is available for part or all of the costs of the child's birth.
