To amend the National Guard Youth Challenge Program under title 32, United States Code, to exclude non-defense funds made available by other Federal agencies for the Program from the matching requirements of the Program.

Excludes funds provided for the National Guard Youth Challenge Program by federal agencies other than the Department of Defense from the matching-funds requirement.

Authorizes appropriations for FY2008 to the Secretary of Defense to carry out the Program.
