Recognizes May 2006 as National Foster Care Month. Declares that federal, state, and local governmental leaders should rededicate themselves to provide better care to foster children. Expresses the Senate's resolve to provide leadership to help identify the role that governments should play to ensure that foster children receive appropriate parenting.
