A bill to amend section 691 of title 10, United States Code, to increase the end strengths of the Army and the Marine Corps for fiscal years after fiscal year 2005, and for other purposes.

Increases the authorized end strengths for the Army and Marine Corps for fiscal years after 2005.

Amends the Ronald R. Reagan National Defense Authorization Act for Fiscal Year 2005 to repeal the authority for additional increases in such end strengths for FY 2005 through 2009.
