Revises provisions regarding the authorization of appropriations for the Coastal Heritage Trail Route in New Jersey. Provides for the use of funds made available under this Act only for technical assistance and the design and fabrication of interpretive materials, devices, and signs. Prohibits the use of such funds for operation, repair, or construction costs, except for the costs of constructing interpretive exhibits. Limits the Federal share of any project carried out with funds made available under this Act to 50 percent of the total projected costs and requires the Federal share to be provided on a matching basis. Terminates the authorities provided to the Secretary of the Interior under this Act on September 30, 2007.
Requires the Secretary to prepare a strategic plan that describes opportunities to increase participation in the planning, development, and administration of the route and organizational options for sustaining the route.
