A bill to require the United States Court of International Trade to consider certain civil actions that were delayed because of the terrorist attacks of September 11, 2001.

Directs the U.S. Court of International Trade to treat specified civil actions contesting the denial of a protest as having been filed in accordance with the Tariff Act of 1930 and within the required time limit.
