Risk-Based Homeland Security Funding Act - Requires all homeland security grants related to terrorism prevention and preparedness to be awarded based strictly on an assessment of risk, threat, and vulnerabilities as determined by the Secretary of Homeland Security. Prohibits such grant funds from being used for general revenue sharing.
Excludes specified grant programs from coverage under this Act.
