A bill to authorize Western States to make selections of public land within their borders in lieu of receiving five per centum of the proceeds of the sale of public land lying within said States as provided by their respective Enabling Acts.
Action Plan for Public Lands and Education Act of 2005 - Makes grants of land to 13 western states (Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming) in lieu of receiving, for the support of the common schools, five percent of the proceeds of the sales of federal land within such states which have not been sold by the United States as of July 1, 2005.
Makes the amount of land granted to each state five percent of the number of acres of federally owned land within that state as of July 1, 2005. Requires land selected to be held in trust, sold or leased, and the proceeds used for a permanent fund, the interest of which shall be expended only for the support of public education.
