National Science and Mathematics Access to Retain Talent Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to award National Science and Mathematics Access to Retain Talent (SMART) grants to third and fourth year undergraduate students of physical, life, or computer sciences, mathematics, technology, engineering, or foreign languages critical to national security who are also eligible for Pell grants.
