Directs the Bureau of Customs and Border Protection to: (1) liquidate or reliquidate certain entries of suit pants at the rate of duty that would have been applicable to such merchandise if it had been entered before July 11, 1996, and not subject to duty; and (2) refund any amounts owed with interest.
