Household Energy and Taxpayer Assistance Act of 2005 - Provides additional appropriations for the low-income home energy assistance program for FY2006.
Amends the Internal Revenue Code to allow individual taxpayers a refundable tax credit for 20% of their residential energy expenses. Imposes a $200 lifetime limitation on such credit ($300 for joint returns).
