No Taxation Without Representation Act of 2005 - Provides for full voting representation in Congress for the residents of the District of Columbia, including two Senators and as many Representatives as a similarly populous State would be entitled to under the law.
Treats the District of Columbia as a State. Prescribes a procedure for the first elections under this Act.
Entitles the District to one Representative until the taking effect of the next reapportionment.
