Rapid Efficiency Credit Act of 2005 - Amends the Energy Policy Act of 2005 to make certain energy-related income tax credits available for energy property placed in service after the enactment of this Act (instead of after December 31, 2005).
Amends the Internal Revenue Code to allow a tax credit for Energy Star compliant compact fluorescent light bulbs used in a residence.
