Conveys to the government of the Commonwealth of the Northern Mariana Islands submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines.
Authorizes the Secretary of the Interior to resolve certain claims of the Commonwealth arising pursuant to the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America.
