Deschutes River Conservancy Reauthorization Act of 2005 - Amends the Oregon Resource Conservation Act of 1996 to: (1) replace references to the Deschutes River Basin Working Group with the Deschutes River Conservancy Working Group; (2) redefine "quorum" to mean eight of those qualified Working Group members appointed and eligible to serve; and (3) reauthorize appropriations at a level of $2 million for each fiscal year through FY2015.
