Amends the Homeland Security Act of 2002 to establish the office of the Under Secretary of Homeland Security for Emergency Preparedness and Response.
Requires the President to select as Under Secretary an individual with broad background, professional knowledge, and substantial experience in emergency training, planning, and preparedness, including work experience relating to emergency preparedness, at least four years of which must be experience in management of emergency personnel or assets.
