Amends the United States Grain Standards Act to extend: (1) authority for inspection, weighing, and supervisory fees, supervisory and administrative cost limitations, and the advisory committee; and (2) authorization of appropriations.
Authorizes with respect to export port locations of grain: (1) private entity performance of official inspection and weighing activities; and (2) use of more than one designated person or entity to perform such activities. (Makes certain geographic boundary provisions inapplicable to designated agencies at export port locations.)
