Medicaid for American Indians and States Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act to revise the application of the 100% Federal Medical Assistance Percentage (FMAP) with respect to amounts expended as medical assistance for services received through an Indian Health Service (IHS) facility. Specifies that such services must be provided under a state plan and received at or by written medical referral from an IHS facility (whether operated by the IHS or by an Indian tribe or tribal organization).
Provides that such amendment shall apply to items and services furnished on or after January 1, 1997, and to previously disallowed payments.
