A bill to amend the Higher Education Act of 1965 to assist homeless students in obtaining postsecondary education, and for other purposes.
Improving Access to Education for Students Who Are Homeless or in Foster Care Act - Amends the Higher Education Act of 1965 (HEA) to include as independent students, for purposes of student financial assistance need analysis, students who: (1) are (or were until age 18) in foster care; or (2) are homeless and unaccompanied. Revises the dependency override process, and applications for independence determinations for students in special circumstances.
Includes students who are homeless or in foster care as eligible for certain HEA early outreach and student services programs.
Directs the Secretary of Education to award grants, contracts, and cooperative agreements, to partnerships of specified entities, for demonstration projects for highly mobile students to increase their secondary school success and graduation rate and their higher education enrollment and success.
