Amends the Immigration and Nationality Act to make a person inadmissible for U.S. entry if the consular officer or the Attorney General knows or has reasonable grounds to believe that such person seeks to engage in a criminal street gang in the United States.
Defines "criminal street gang" as an ongoing group, club, organization, or association of five or more individuals that commits a violation of federal or state law that is punishable by at least one year's imprisonment.
