Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require a House committee or subcommittee, whenever it receives a report on the following subject matters within its jurisdiction, to hold a hearing on the issues raised: (1) a Federal Office of Inspector General report documenting fraud, waste, abuse, or mismanagement in the government that results in a cost to the government of at least $1 million; or (2) a Government Accountability Office (GAO) report documenting waste, fraud, abuse, or mismanagement in federal programs, including high-risk government-operations.
Amends Rule X (Organization of Committees) to require the House Committee on Government Reform to hold : (1) hearings to question heads of departments or agencies whenever their auditors issue disclaimers or restatements of financial statements; and (2) at least two hearings during each session on the Program Assessment Rating Tool recommendations of the Office of Management and Budget (OMB) to ensure a complementary relationship between the Administration and Congress to improve government performance.Introduced in House
