Urges the President to: (1) require the Secretary of Homeland Security to evaluate the possible effects of the 2005 base closure and realignment process on U.S. homeland security; and (2) disapprove of the 2005 report of the Defense Base Closure and Realignment Commission containing its recommendations for the closure and realignment of U.S. military installations unless the President is convinced that implementation of such recommendations will not adversely affect U.S. homeland security and the homeland security missions of the Department of Homeland Security and the Armed Forces.
