Commends the outstanding efforts in response to the earthquake and tsunami of December 26, 2004, by members of the Armed Forces and civilian employees of the Department of State and the U.S. Agency for International Development.
Recognizes that the actions of these individuals went above and beyond the call of duty and thanks them for their service.
