Gift Card Protection Act - Requires the Federal Trade Commission to promulgate a rule providing that it shall be an unfair or deceptive act or practice for gift certificates issued by any person to include or bear expiration dates, or for any person to deduct service charges or dormancy fees from such gift certificates.
