To amend the Help America Vote Act of 2002 to establish standards for the open and accurate tabulation of votes and aggregation of vote counts in elections for Federal office, and for other purposes.
Vote Tabulation Audit Act of 2006 - Amends the Help America Vote Act of 2002 to establish requirements for state tabulation of votes and aggregation of vote counts in any election for federal office, including requirements for: (1) the treatment of ballots cast at early voting sites as well as absentee and provisional ballots; (2) the sealing and securing of ballots in the event of system failure during tabulation; and (3) mandatory hand recount in case of unresolved discrepancy.
Provides for: (1) payments to states to cover costs of tabulations of votes cast on optical scan voting systems; and (2) adoption of a model format by the Election Assistance Commission for posting the tabulation of votes and aggregate vote counts.
