Directs the Secretary of Veterans Affairs to establish guidelines for: (1) states and local governments for protecting against identity theft related to the public filing of a separation form of a member of the Armed Forces; and (2) veterans for demonstrating that their personal identification information was misused by an unauthorized person as a direct result of such filing.
Requires the Secretary to provide credit monitoring services and fraud remediation for one year to an adversely affected veteran, including: (1) providing one copy of the veteran's credit report every three months; (2) fraud resolution services; and (3) identity theft insurance of up to $30,000 in aggregate liability for the insured.
